New laws in Florida are helping to stabilize the property insurance market, by requiring non-primary residence policies to be charged rates that are not less than the previous year's Citizens rates. This change, along with the removal of "one-way" attorney fees for property insurance, will help homeowners save on their insurance costs. The pro-consumer measures also includes a prohibition on insurers refusing to issue or renew a homeowner's insurance policy if the residential structure has a roof that is more than 10 years old.
